The Commission saw the need for conducting an independent pre-assessment of the current framework of the Competitive Retail Electricity Market (CREM) which includes a review of the rules issued by the Commission prior to its implementation.

For this purpose, the Commission, through the auspices of the United States Agency for International Development (USAID), engaged Mr. Jess Totten, the Director of the Competitive Market Division of the Public Utility Commission of Texas (PUCT) to perform the said task.

As such, Mr. Totten conducted his own assessment through a series of meetings in Manila with officials of the Energy Regulatory Commission and the Department of Energy and representatives of private-sector energy companies, a review of the rules and the conduct of fora with the industry stakeholders. As a result, the Commission now posts the report of Mr. Totten for the information of the public.
