a. Who has choice
At the start of retail competition and open access, end-users in the Contestable Market will have the power to choose their supplier of electricity. To ensure a smooth transition to a competitive retail environment, electricity choice is proposed to be phased in as follows:

The schedule for electricity choice in the Visayas and Mindanao is yet to be determined by ERC.
There is no retail electricity choice in small island grids and all other areas that are not connected to the main transmission grid.
